This feature would be useful for administrators with heavily-used pages where they are not approving comments.

I have a few thoughts about how it should work:

- Administrator can be notified via email of report
- Reporter should be limited to certain amount of reports (to stop abuse of the feature)
- Some scripts allow the reporter to submit the reason but to me that seems surplus
- Admin dashboard statistics section will inform of reported comments if the feature is enabled
- The Manage Comments page will add a 'reported' column with yes or no if the feature is enabled
- The report link could be positioned beside the reply link at the bottom right of the comment
- Reporter must confirm a JavaScript yes/no prompt to stop curiosity
- The 'Report' link will change to 'Reported' but without the hyperlink
- The comments database table can have a 'reported' column which stores the IP Address of the reporter
